New partnerships:

The agreement of cooperation between ISEDC and the Centre for the Study of Global Governance of the London School of Economics and Political Science on the subject: “Global energy Governance: Challenges and Opportunities for Russia” in the new Energy Architecture within the establishment of high level international group to elaborate proposals for interested governments on energy security issues as a response for initiative of V.V. Putin, Russian Prime-Minister to develop new regulation frameworks  in the field. The meeting of the group is to take place in Moscow in summer 2009.

Excerpts from the speech of V.V. Putin as of 29 January 2009:

«Three years ago during the G-8 summit we raised an issue of the global energy security, called for the joint liability of sellers, consumers and transit entities of energy resources. I think that it is a high time to launch really operational mechanisms of such liability.

The only way of providing the true global energy security is an elaboration of interdependency including sharing assets without any prejudice of double standards.    Such interdependency originates the real overall liability.

Unfortunately the present Energy Charter has not become an operational tool capable to settle appearing problems. Its principles are not observed even by the countries that sighed it, ratify it and they nicely forget it when it is required to apply it. We suggest developing a new regulation framework in the field of energy security. Realization of our initiative may provide an economy impact commensurate with an effect from the European Coal and steel Community. I don’t have any doubts in it. In other word we would eventually manage to tie together consumers and producers into the real integrated partnership based on the clear regulation frameworks».

Bilateral cooperation:

We develop bilateral cooperation with Senter Novem, the Dutch agency for innovations and defined the principle areas of cooperation in accordance with decisions of the VI session of Combined Commission on economy cooperation between the Russian Federation and the Kingdom of the Netherlands and Memorandum of Understanding between the Ministry of Energy, RF and the Ministry of Economy of the Kingdom of the Netherlands.

We provide assistance to the Ministry of Energy of RF within the intergovernmental contacts:

• Portugal;
• The UK;
• Italy;
• USA;
• the Netherlands;
• France;
• Japan.

Multilatreral cooperation :

We hold talks on cooperation of ISEDC and EuroAsES on filling the Memorundum of Understanding between the EuroAsES and UNESCO as of 08 Decmber 2009.

International actions of ISEDC:

It develops concept and content provisions of the international conference on energy poverty eradication in Algeria in August 2009.
