On November 3, 2006 a presentation and consultative meeting on the issue of the Sustainable Energy Development Centre took place in Moscow.
The Russian Federation was represented by the Minister for Industry and Energy, the Deputy Minister for Industry and Energy, the Deputy Minister for Foreign Affairs and representatives of the Parliament of the Russian Federation. Also taking part in this event were the representatives of UNESCO, the European Union, the United Nations Economic Commission for Europe, the Organisation for Economic Cooperation and Development, the International Energy Agency, the Commonwealth of Independent States, among others.

Executive Director of Sustainable Energy Development Centre Sergey Koblov | This initiative had the support of Brazil, China, France, Germany, Japan, Mexico, Norway, Spain and the United States of America.
It was recognized that the proposal could prove to be very useful for the international community as it responds to a real need in this most strategic area.
“The goal of this initiative is a broad enlistment of the experience of the international community in analysis, information exchange and independent balanced assessment of the place, the role and the best development strategies for the energy potential of various countries and especially of Russia to ensure a tangible contribution to the sustainable development of the world and its regions and integration into the world economy.
An implementation of this initiative can significantly develop and bring specific content into the concept of the world energy security, highlight the important role and position of Russia in this process, raise the profile of the potential, the knowledge and the experience accumulated by UNESCO, as well as give the international community an alternative and independent expert-level perspective on the processes underway”.

«We face a vital challenge to enhance our efforts to focus research, education and training on renewable energy for the benefit of both developed and developing countries alike. The “Centre for Information and Analysis on Sustainable Energy Development” initiated by the Russian Federation could prove to be very useful for the international community in the future as it responds to a real need in this most strategic area in term of international cooperation, information and exchange of experience with regard to scientific, technical and cultural aspects of sustainable energy development».

“… we presume that the UNESCO with its powerful international potential and ability to provide all countries with comprehension of the most complicated scientific and humanitarian problems through the numerous educational programs and forums will be our the most important and welcomed partner in that field. We also believe that jointly with the UNESCO we can accomplish a very important mission - to apply the global experience of the basic and engineering research to the development of new energy technologies and energy efficiency, renewable energy and for the entire global energy security provision, energy sustainable development and energy poverty elimination”.

“The Russian initiative assumes a special importance and relevancy in the scope of G-8 Summit in Saint-Petersburg that paid a primary attention to the energy issues. The implementation of the project could complete the global energy security policy with a particular content and demonstrate the recognized importance of Russian role in this field. Besides it provides the independent experts assessments of the current processes. The close cooperation with the UNESCO that enjoys the vast experience of mobilization and efficient use of the international scientific research resources is called to facilitate these tasks.

“The Russian side shares the concern of international community for the global energy security issues and suggests that the international community should boost the activity in this field. The part of this activity is the unveiling of the Centre that I have honor and pleasure to represent. We highly appreciate the responsibility assigned to our Centre and I would like to emphasize that the UNESCO contribution provides this task with a new global humanitarian prospective. Humanitarian Energy Mission becomes a motto of our Centre. The UNESCO category II institute status completes the task with the particular international character.”
